The 800 Metre Catchment Analysis: Unlocking Density Under the NSW Low and Mid-Rise Housing Reforms

Under the NSW Low and Mid-Rise Housing SEPP, properties located within 800m walking distance of a train station, metro station or town centre are eligible for significantly increased housing density.

This catchment rule overrides many standard local environmental plan (LEP) controls, permitting townhouses, terraces, manor houses and lowrise apartments on land that would otherwise be restricted to a single dwelling.


Knowing whether your site falls within the catchment is the first and most important step in any feasibility assessment.


What Dwelling Types Are Unlocked Within the Catchment?


The Low and Mid-Rise Housing SEPP, which came into force across most of NSW in July 2024, permits the following development types within eligible catchments:


  • Terraces: Two or more attached dwellings sharing a common wall, typically with individual street frontages. These are now permissible on R2 Low Density Residential land within the catchment.

  • Manor houses: A building containing between three and six dwellings, typically arranged across two storeys with a single entry facade. Manor houses unlock genuine density on modest suburban lots.

  • Multi-dwelling housing (townhouses): Three or more dwellings on a single lot, each with direct ground-level access. Standard typology for medium-density infill.

  • Low-rise apartments: Buildings of up to two storeys containing four or more self-contained units. Permitted in the inner ring of the catchment on R2 and R3 land under the SEPP pathway.


The SEPP also enables two-storey dual occupancies on R2 land across a broader area, but the typologies above represent the most significant uplift and are directly tied to the 800m catchment boundary.

The Catch: How Walking Distance Is Actually Measured


The 800m distance is measured by pedestrian path, not as a straight line radius. This distinction is frequently misunderstood by property owners and investors.


The NSW Department of Planning and Environment uses a network based measurement.


The 800m is calculated along publicly accessible pedestrian routes from the station or town centre entrance.


The following physical barriers can reduce the effective catchment and exclude properties that appear to fall within an 800m radius on a map:


  • Main roads without pedestrian crossings, which force longer detours

  • Railway lines with limited or no pedestrian crossings

  • Waterways, escarpments or significant grade changes without footpath connections

  • Fenced private land, industrial estates or school grounds that interrupt the walking network


A property sitting 650m from a station in a straight line could sit well outside the 800m pedestrian catchment if the only walkable route adds 300m or more in detour distance.


Conversely, properties in areas with a dense and direct street grid may comfortably fall within catchment even at apparent distances approaching 800m.


Councils and planning panels assess compliance based on the pedestrian path measurement. A preliminary catchment mapping exercise using verified pedestrian routing software is essential before committing to a development scheme.


Hidden Constraints That Can Stop a Project


Falling within the 800m catchment establishes eligibility, but does not guarantee a viable development. Several overlays and site-specific constraints can limit or entirely prevent the development typologies the SEPP would otherwise permit.


Heritage Conservation Areas


Properties within a Heritage Conservation Area (HCA) face additional scrutiny even under the SEPP pathway. The SEPP does not suspend heritage controls. Development within an HCA requires a Heritage Impact Statement demonstrating that the proposed typology is compatible with the heritage character of the area.


In practice, manor houses and low-rise apartment buildings are rarely approved in established HCAs where the prevailing character is detached inter-war or federation housing. Contributory items within an HCA face even greater restrictions.


Bushfire Attack Levels


Properties with a Bushfire Attack Level (BAL) rating of BAL29 or above face constraints on construction methods, materials and site coverage that can fundamentally alter the viability of medium-density schemes. BALFZ (Flame Zone) land is generally incompatible with medium and high-density residential typologies.


A Bushfire Assessment Report from a certified practitioner is required where any part of a site is mapped as bush fire prone land.


Flood Risk


The NSW Flood Prone Land Policy and local council flood planning maps both remain operative. Properties mapped as flood storage, floodway or high hazard areas cannot simply rely on the SEPP to override a flood constraint.


Habitable floor levels, finished ground levels and, in some cases, permissible uses are all affected by flood classification. A flood impact assessment is required where the site is within a flood planning area.


Lot Size and Dimension Constraints


The SEPP specifies minimum lot sizes for each typology. Manor houses and multi-dwelling housing generally require a minimum lot area of 450sqm to 600sqm and a minimum frontage of 12m to 15m depending on the typology and council area. Undersized or irregular lots may be ineligible regardless of catchment status.

Property owners and developers should approach the 800m catchment with the following sequence before proceeding to a formal DA:


  1. Confirm catchment status using pedestrian path measurement, not a straight-line radius. Open-source tools such as Google Maps walking directions can provide a preliminary indication, but a formal catchment analysis by a qualified planner provides the certainty needed for investment decisions.

  2. Check the LEP zoning and any mapped overlays. Heritage, flood, bush fire and acid sulfate soils are all visible on council planning portal maps and the NSW Planning Portal spatial viewer.

  3. Review lot dimensions against the minimum requirements for each typology. The SEPP schedules contain the current thresholds.

  4. Engage a town planner to prepare a Preliminary Planning Assessment. This document consolidates the catchment confirmation, overlay analysis and typology feasibility into a structured report suitable for briefing architects and financiers.

  5. Confirm BASIX and NCC compliance pathways. Medium-density residential construction under the SEPP must still meet BASIX energy and water targets and comply with the National Construction Code.


The 800m catchment rule represents one of the most significant expansions of residential development rights in NSW in decades. Understanding its boundaries and limitations is the difference between a viable development opportunity and an expensive misread of the planning system.
