What Is a Statement of Environmental Effects (SoEE) in NSW?

Updated: Sep 16

A Statement of Environmental Effects (SoEE) is a key document required for most development applications (DA) in NSW.

It explains how a proposed development complies with local planning controls and addresses potential impacts on the surrounding area.

Whether you’re building a home, converting a garage or changing the use of a commercial tenancy, an SoEE is almost always required for council approval.

The SoEE must address relevant NSW planning instruments, such as the Local Environmental Plan (LEP), Development Control Plan (DCP) and State Environmental Planning Policies (SEPPs).

It needs to show that the development aligns with zoning objectives and doesn’t result in significant adverse impacts to neighbours, streetscape or the environment.

As part of our town planning services for residential development in NSW, we prepare SoEEs for a wide range of projects, including new dwellings, dual occupancies, secondary dwellings, commercial change of use and more.

A well-prepared SoEE can often make the difference between a smooth approval and multiple rounds of council requests.

Each SoEE must be tailored to the site and proposal.

This includes details about the building design, privacy, overshadowing, setbacks, heritage impacts, parking and amenity.

For more complex matters, like exceeding height limits or floor space, a Clause 4.6 variation request is included as part of the report.

We also prepare supporting documents like heritage impact statements, site analysis diagrams and planning summaries that help simplify the process for both applicants and council.

We know exactly what councils across NSW are looking for and how to present your project in the best possible light.
