This is the first and most important step. The PPA assesses your project against all relevant planning controls such as zoning, land use permissions, setbacks, bushfire, flood, heritage and it identifies the most suitable approval pathway.

A Statement of Environmental Effects is a mandatory requirement of any Development Application, commercial or residential.

 

It is a detailed report addressing:

 

> Environmental impacts of proposed developments

> Justification of Development Controls

> Compliance with Local Environmental Plan

> Demonstration that project meets objectives of zone

> Examples of precedence for council merit-based assessment

> Demonstration that any aspects of non-compliance are mitigated or minimal in impact.

> Applications including S4.15 Merit Assessment and Clause 4.6 Variation to Standards

Building Information Certificate (BIC)

Heritage Impact Statement (HIS)

A Heritage Impact Statement shows how your proposed works affect a place’s heritage significance and how you will avoid or reduce any potential harm.

 

It is a mandatory document (that is to be referenced within a Statement of Environmental Effects) to form the basis of a Development Application for a project within a heritage/conservation area. 

It will include:

 

> Site and Proposal description

> Historical overview

> Statement of Heritage Significance

> Identification: is the property is a heritage listed item or in a conservation area?

> Impact assessment

> Justification and mitigation

> LEP/DCP compliance to tie in with the Statement of Environmental Effects
